Below Market Price Homes

The City offers income eligible first time homebuyers the opportunity to purchase a below market price (BMP) home in Fremont under the City's Affordable Housing Ordinance.

Under the ordinance, private developers have the option of setting homes aside and offering them to low-income and moderate-income households or to pay an in-lieu fee.

When a developer notifies the City that it intends to set a home aside and offer it at below market price, the City will post the information on the BMP webpage

In addition, BMP homes occasionally become available for purchase when the current owners decide to sell. The City will post information about these homes on the BMP webpage as well.

Interest List

When a BMP home becomes available, the City will send an email and/or text message to all individuals who have signed up for the City's First Time Homebuyer Program Interest List. Information about the home and how to submit an offer will be provided.

Downpayment Loan Assistance

For first time homebuyer households looking for downpayment loan assistance or a deferred loan, the City recommends you contact CalHFA or AC Boost. Unfortunately, with the dissolution of over 400 Redevelopment Agencies in California, the City no longer has down payment loan assistance funds to assist first time homebuyer households.


Information for Existing Housing Program Participants

This webpage has information for households who:

  • purchased their home with downpayment loan assistance from the City,
  • purchased a Below Market Price (BMP) home from the City, or
  • borrowed funds for home improvements from the City.

The webpage includes information on how to refinance a home loan, make capital improvements to a home, sell a home, or pay off a City loan.
